Arthur was a rare man who rose to the occasion. Worth learning about. Everybody thought he would be in the tank for New York's Roscoe Conkling, a mob boss. But he instead became the president the country needed in 1881. Great men are evidently born of circumstance and tempered by fate. Sometimes they surprise everybody by being the right person at the right time.
